I am sure the fan was for some kind of secret (maybe an easter egg) but I already have all the stars so I can't imagine what was all that for. I thought you would need that fan to have a very high connector to be accessible from the rest of the map or from another level but I did not notice any secrets nor I needed an extra connector to beat the other levels.
